The National Housing Trust (NHT) invites contractors registered with the Public Procurement Commission (PPC) to submit bids to undertake civil, mechanical and electrical works to design and build a sewage treatment plant with a total capacity of 2,800m3 that can be commissioned in four (4) modules; for approximately 2,500 residential lots on 394 acres of land at The Villages of Colbeck Castle Housing Development, St. Catherine.
LOCATION
The property is located approximately 2.7 km northwest of the Old Harbour town center, along the St. Catherine and Clarendon border and in close proximity to communities, such as The Aviary, Old Harbour Glades, and New Harbour Village.
SCOPE OF WORKS
The successful contractor will be required to undertake the following:
- Renovation and expansion to existing civil and structural infrastructures;
- Supply and install equipment for influent pumping station, influent screen chamber, grit chamber, oil and grease trap, control room equalization tank, four (4) membrane aerated biofilm reactor (MABR) tanks, four (4) aeration tanks, four (4) secondary clarifiers, one (1) aerobic digester, UV disinfection system and one (1) sludge drying bed;
- Testing and commissioning of the sewage treatment plant at the end of each phase:
- Provide 2-year operations and maintenance of the sewage treatment plant for each phase.
ELIGIBILITY TO TENDER
Tenderers must provide:
- Evidence of tax compliance
- A copy of a valid PPC registration certificate in the categories of Mechanical AND Electrical Works with a Grade 1 rating
N.B.: A tender security in the form of a Bond or Bank Guarantee in the amount of J$5,000,000.00 is required.

RETURN OF TENDERS
- Bid must be submitted online on or before Tuesday, February 10, 2026, at 11:00 a.m.
- Bids will be opened online via the e-procurement website at https://www.gojep.gov.jm on the same day, immediately following the bid submission deadline.
